DESCRIPTION

The Construction Project Manager manages the overall project direction from start to completion with a focus on a financial outcome through successful administration of subcontractor relationships. This position requires strong leadership, meticulous organization, efficient time management, thorough communication and negotiation skills. The expectation for the candidate is to have in-depth understanding of Residential Construction process. Ideal Candidate embraces, implements and utilizes technology + software and takes great initiative in finding tools, vendors, service providers, or techniques that cut costs and improve efficiency of projects.

FEASIBILITY STAGE

  • Identifying right consultants needed for conducting feasibility study for each potential project.
  • Coordinating feasibility study and application for pre-application meeting / review.
  • Determining feasibility of the project based on the information received, purchase price, cost of construction and time frame.

POST-ACQUISITION STAGE

  • Setting up project portal and electronic filing system (establish shared filing system for filing receipts, plans, contracts, site pictures, etc.).
  • Opening Utility Accounts.
  • Obtaining Hazard insurance (if there is an existing building).
  • Coordinating with Property Manager in renting out existing building.
  • Once the property is rented, make decisions on potential repairs due to tenants.

DESIGN STAGE

  • Identifying, selecting and coordinating all design consultants and service providers who would be involved in putting together a complete packet for permit submission.
  • Selecting consultants based on competency, availability and experience in specific jurisdiction where the project is located, as well as the type of a project.
  • Procurement of all consultants’ bids, comparison of scope of work, including identifying redundant work, time frames, start date and proceeding into awarding of contracts.
  • Creating a detailed timeline for the project and marking milestones.
  • Overseeing project permitting process :
    • Coordinating between consultants.
    • Having clear understanding of the timeframe of deliverables and making sure consultants adhere to these time frames.
    • Coordinating meetings between upper management and consultants, when needed.
    • Coordinating review of the early-stage design plans with Superintendent to make sure the design is cost-effective and not over engineered.
    • Examining all plans and construction documents with Superintendent, as they are produced by consultants, for constructability, sellability of the final product, completeness of information, design deficiencies and code violations.
    • Informing the consultants of the shortcomings and coordinating resolution.
    • Ensuring consultants start working on the correction responses as soon as correction letters are issued and have fast turnaround of the documents.
    • Ensuring that all special inspections necessary for the project are listed on the cover sheet at the issuance of the permits.

PRE-CONSTRUCTION STAGE

  • Developing project schedule and budget.
  • Assisting Superintendent with buy-out (including preparation of subcontract / purchase order documents, scopes of work, solicitation of final bids in preparation for award, negotiation, award recommendations and delivery of final documents to subcontractors / vendors).
  • Coordinating receipt of subcontractors’ required insurance certificates and bonds naming the Company as additional insured.
  • Procuring Builder’s Risk and Liability Insurance.
  • Obtaining all needed permits (street use, etc.).
  • Assisting project Superintendent in the site preparation for field activities: ordering locate, disconnecting electricity / water / gas garbage service, ordering asbestos tests and abatement, setting up temp services : temp toilet, temp electric pole, etc.
  • Participating in pre-construction meeting with the City Inspector.

CONSTRUCTION STAGE

  • Continue soliciting, preparing, reviewing bid documents and negotiating contracts.
  • Monitoring and maintaining construction project schedule and budget.
  • Providing easy-to-navigate current status of the project that reflects current schedule and budget updates.
  • Conducting regular inspections to ensure projects remains on schedule and ensuring quality and consistency with the project plans.
  • Assisting Superintendent in purchase of materials, scheduling material deliveries.
  • Coordinating, ensuring quality and completeness of the estimates, purchases, Accounting, and construction processes.
  • Maintaining database of contact information of all trades working on a particular project.
  • Familiarizing with the scope of work and timeframe of each sub-contractor and making sure they adhere to both.
  • Ensuring that all inspections are scheduled, passed and if any inspections are failed, investigating the reasons and coordinating timely resolution.
  • Assisting Superintendent with project-administrative functions including, but not limited to :
    • Subcontractor change request review, approval, and document execution.
    • Upper management change proposal / change order / construction changes directive preparation, review, and execution.
    • Monthly pay application preparation (including review / approval of subcontractor and vendor invoices, draw delivery for lender, lender inspector review, final execution and delivery to Accounting).
    • Collection of conditional lien releases from the subcontractors for submitted invoices and final lien releases when paid in full.
    • Cost projection preparation with ongoing review & maintenance.
    • Coordinating with Superintendent in problem resolution.
    • Coordinating ordering and installation of utilities.
    • Monitoring sites’ safety compliance with regulations and ensuring presence of necessary notices / site rules.
    • Enforcing contractual requirements.
    • Creating project reports.
    • Preparing and updating project documentation and directing project meetings.
    • Maintaining material / fixture inventory and coordinating with Superintendent the return of extra or unused inventory.
    • Coordinating with Architects and Engineers when they are requested for information and ensuring timely and complete responses.
    • Coordinating with surveying, testing and inspection staff.
    • Maintaining project files.
    • Verifying and ensuring consistency of cost coding being applied correctly into the Accounting system.
    • Requesting monthly (or weekly, if needed) expense reports from Accounting to ensure all expenses are accounted for.
    • Ensuring that all materials and subcontractors are paid appropriately.
    • Ensuring that Superintendents are supported on safety as a company priority.

POST CONSTRUCTION STAGE

  • Overseeing completion of closeout documentation.
  • Assisting Superintendent with identifying punch list items, final clean out and obtaining Certificate of Occupancy.
  • Scheduling Photography and Staging.
  • Producing a final project debrief report at the completion of each project.
  • Overseeing all follow-up services on the project after completion, including buyer inspection items and warranty calls.

OTHER DUTIES + RESPONSIBILITIES

  • Understanding and interpreting design drawings, specifications and blueprints.
  • Enforcing contractual responsibilities of subcontractors and resolving conflicts.
  • Maintaining key subcontractor relationships.
  • Organizing and coordinate the bi-monthly reports and presentations.
  • Keeping upper management informed on all significant matters of the project, including progress, schedule, safety, financial status, and relationships.
  • Establishing and maintaining professional and effective relations with all consultants.
  • Researching cost-effective strategies in construction techniques and materials.
  • Reporting all expenses to Accounting per project.
  • Cultivating new subcontractors and vendors.
  • Procuring Insurance Certificate & tracking.

QUALIFICATIONS

  • Bachelor’s Degree in Architecture, Engineering, Construction Management or a related field required.
  • 3+ years’ experience in construction project management.
  • Experience in dealing with subcontractors in today’s market and ability to handle conflict while preserving relationship.
  • Knowledge of Basic Home Construction.
  • Ability to manage time and project deliverables with precision, speed, and efficiency.
  • Ability to identify and eliminate potential stresses in the process ensuring consistent flow of operations.
  • Possess analytical and problem-solving skills with ability to make sound, informed decisions and with attention to details.
  • Ability to identify and resolve complex issues.
  • Good negotiation skills.
  • Strong communication and interpersonal skills.
  • Self-motivated with strong organizational skills and integrity.
  • Proactive and diligent.
